Advice on no wills

Hi,
My uncle passed away on Sun 26th, Last of my parents relatives gone.

I was wondering, my uncle left no will and no house or car or anything of any value.

His best friend who was helping him with his finances due to him having parkinsons and dementia.

My dad is his only relative and the problem we have got is his friend will not let us have all the paperwork he has on my uncle until my dad gets a 'letter of Administration'

Now as far as i can tell unless the person who has died has anything of value,a letter will not be needed.

I've looked at the CAB's website and the GOV site as well.

Has anybody got any advice as i am trying to make this easier for my dad?
