VW special tools

Hopefully anyone can help ! I’m trying to locate a VW specific tool that carries the part number T10333 this is an 89mm piston ring compressor sleeve after spending an insane amount of money with the main dealer I’ve been told that they can not sell me the tool even though the parts they sold me are good for nothing without it . Will purchase or hire the tool would even put the block in the back of the van and fit were ever possible many thanks mark
