Headlamp adjuster problem

Having just bought a second hand B6 Estate a couple of months ago, I noticed that the drivers side headlamp main beam was much too high. I tried the adjuster with a long allan key but, whilst it rotated both ways, the beam did not change. 
Knowing the plastic adjuster was a simple gearing which should make the round plastic worm (?) to rotate, but it did not. I checked the passenger side to make sure I was correct and that did rotate, both ways, and the beam changed each time.
It seems to me that the plastic parts of the drivers side have 'parted company', so does any one know if those parts are available, or does it mean a replacement head lamp body? Any advice would be appreciated, thanks.
