Turbo or ERG?

Passat 2009 2.0tdi dpf cr 140 98k
2 weeks ago on first long run after corvid shutdown the eml flashing light came on about 60mls out. Went off when engine switched off and came back 20 miles later. Took it in local shop for reading hooked it up but nothing stored in cpu?
Current symptoms
Turbo not spooling up quickly and making for buttock clenching overtakes it's ok over 3000rpm. When light comes goes into limp mode, clears when switched off.
Did another 100mls then eml came back on last week so took it into shop and left it running so it could be read, code. It says not reaching required boost pressures. Code vanished when switched off. They want to have it in to investigate the cause.
Not struck on that as they could change a lot of components and still not cure it.
The car still starts ok, fuel consumption excellent and it runs really well, only issues is the turbo lag when overtaking (always blasted past easily before prob started) plus the intermittent warning light.
2 days prior to first instance it had a new aircon pump fitted. This week I've done full service changing all filters including fuel filter. Am going to try out a turbo cleaner fuel additive.
I'm thinking it's possibly sticking actuator or vanes? Anyone else come across this and has any answers.
