Passat 2.0 tdi bluemotion high fuel consumption

Hi, today I filled up full tank and driven in the city traffic with my passat for 10 miles. Then came back again to petrol station and filled up to full tank. It took 2.85 litre to fill up. That's 17.8l/100km or 15.87mpg consumption. To me it looks very high consumption for a 2.0 diesel car. Trip computer was reset and after trip it showed 7.4l/100km or 38.1mpg. Is this normal this consumption? Or there is something wrong with the car? Any ideas? Regards
