Thermostat

Hi ill try and keep this simple.
I feel my mpg return is low and ive also noticed the temperature gets to 90 as it should but then sometimes drops.
at times on a real short journey the engine fan comes on in this weather ( this journey is literally 5 mins from cold start).
Im assuming faulty thermostat won't come up on a scan?
Finally i believe there are 2 thermostats one near the gearbox.
How easy are they to change/cost and will my symptoms be down to faulty thermostats.
