Master Brake Cylindar Problem?

My brakes are still sticking every now and then,

I've had new calipers, new brake pads, new brake pedal sensor,

And still the brakes sometimes stick - sometimes the car drives perfectly - then 20 minutes into a drive the brakes will start sticking and the car feels sluggish, and mpgs are down...

Has this ever happened to you?

The plenum drains were blocked until recently, but apparently the brake cylindar is sealed so shouldn't have been effected by the water?

Cheap to replace / fix?
