Front number plate fixings?

Front number plate fixings?
Hi all. Just wondering if anyone knows what type of fixings that r on the front number plate? Need to take mine off for a new one but all I can see is something rusted?? Are they screws or push on fittings that just require a sharp tug? Cheers
