Should my engine fan be spinning all the time?

Hi Guys,
After 3 weeks of Passat ownership I'm steadily getting to the bottom of the niggles on my car.
(water in the phlenum chamber, leaky boot, sticking door lock etc etc)

One thing I've noticed is that the fan is always spinning, I used to have a BMW and this was a sign that the fan clutch was buggered. The car warms up fine and the needle stays central.

Is this normal or another issue that needs sorting?

The car is a 2003 1.8T Sport
