B3 brake problem, hard pedal on hard push

Hello,i have one problem with my Passat B3, it is from 1993. year with 2E 2,0 petrol engine, with 85kW
My passat have ABS but it is not working because of bad wheels sensors but i had normal brakes till one month ago.
Braking is ok when i brake normal and slow, but after i hard push the brake (in case of some emergency) it becomes hard, and after about 0.5-1 seconds i feel under my feet that pump turn on, build up the pressure and brake becomes normal. Pedal becomes soft again.
If i push hard brakes again after 1 one minute same thing happens.
At that moment lamp for brakes on dashboard turns on, and after pressure is builded it goes of.
I had changed my brake fluid but with no results.
Brake fluid level is on good level.
Can someone help me how to solve this problem without replaceing complete main brake cylinder?
