What car you got? B5/B5.5?
If your 100% the new stalk is working then it can only be 2 other things.
Cluster faulty or faulty wiring. (From stalk to cluster)
The stalk buttons are wired directly into the cluster.

have same problem drivers window not work just click don't know if its switch or motor failed test here can get brand motor from Deutscheparts Ltd for £ 185 which they say will work 100% because i gave them the chassis number of car but very reluctant to spend that amount bought motors from member...

You need to pop up the part number of your replacement cluster. As only the right cluster will work on a b5, b5 crossover and b5.5

Unsure if this can be done in an saloon (but can't see why not) but some work is involved and you will need a rear bench with a rear 3 point seat belt.

As above really. B5 and B5.5 motors are different but only in the way they talk to the ccm.
