Other cars I have owned only ran the radiator fan in hot weather or long slow moving traffic but I find my Passat often has the fun running after stopping from a 15 min journey in town without serious traffic. Does this happen to everyone or is my thermostat dodgy?

Is that the fuel tank? It is displayed when the fuel warning lamp is on because of range <50miles

The section in the manual entitled "Stop-and-go traffic and the vehicle automatically pulling away" suggests to me that it is intended to do this. When there isn't a steep slope it works very well.
