If the mechanism is making a noise but not operating, it suggests some kind of failure has occurred of what are almost certainly, (being a modern car), inadequate plastic bits! Blower/resistor issue.

I forgot to say that a constricted pollen filter may also cause the thermal fuse to fail as there could be insufficient cooling air flowing over the resistor, so check the filter and replace if necessary.

Heater fan issue is likely to be a failed resistor and often it is positions 1 and 4 that are the only settings that work. I suspect that the LEDs are probably a part of the actual headlight assy, and not a replaceable part. Are you certain that your car has original headlights, or is it possible they are aftermarket (perhaps a different design)?

Are there any part numbers on the headlights?

The outer part of that arrangement has an internal flange through which the plastic pipe (smaller diameter) is pushed. Assuming that there are no splits in any of that pipework there should ne no need to add any sealant. The foam surround is not a water seal, more likely it is there as an any-rattle...

To identify the correct heater matrix for these cars may require the VIN as there can be variations beyond just the name Valeo or Denso. Does your coolant reservoir have the words 'mit silikat' on it? I used that part number to search for images on ebay and Google and the images I found suggest that the seal is a part of the cover, and the cover appears to have a sealing medium around its periphery, (see photos from an ebay listing).
