No Ignition - Beeping Red Steering Warning

My brother parked his car on Saturday evening, went abroad on Sunday. I went to start the car and the ignition lights won't come on. Because of this, I can't read any codes either.
When I put the key in, the orange steering light turns red and beeps. No other sounds or lights (with the exception of the mileage display).
Been reading about a possible steering lock issue? Is there any way to test/ confirm this? Another unusual thing I've noticed is that if I release the steering's up/ down adjuster, I can turn the steering about a quarter turn in each direction from the centre - that can't be right????
