Overboost - How much is too much?

I've been datalogging with VCDS (for reasons I'll get into later) and graphed the results in excel...

Looking at the RPM / Boost (specified and actual), I'm seeing a bit of overboost at around 2000 RPM. Is this normal?
Or is it a sign that the VNT mechanism is sticking or worn (or both)?
I've not logged it when the turbo was totally gummed up, or when I'd 'Mr. Muscled' it (which sorted it right out) a couple of months ago, so I've nothing to compare it to... hence my question.
I'll be stripping and cleaning the turbo properly before long - just not in THIS weather.
