Reporting untaxed /uninsured vehicles

Anyone know how I go about reporting untaxed and uninsured vehicles to have clamped and towed away immediately ?
A few residents on my street aren't paying for insurance or tax for their crappie little cars that are taking up space on the road. I've checked this on askmid and mot database.
