Air conditioning not working?

I have a B6 2008 2.0tdi with climate control. When I turn the air con on i just get a noticeable whistling sound and luke warm air even on low? I have kept it on for 10mins and it makes no difference (cooler but def not air conditioned).
I'm not too sure where to start with this one...
What can i check? Fuses - which one? Compressor gone? Regas? Leak?
