Police Emissions Testing

So today upon returning from a job in Clydebank near Glasgow (you know the land of the pisch and rain)
Police were pulling a wide range of diesels and were testing emissions. I thought "I have my EGR unplugged" so was wondering if that would cause a problem on emissions or if something new has been implimented into emissions regulations that I don't know about?
