Found rust on 59 Highline Passat...

Took my passat to wrexham VW monday to get the rust that I have found on the edge of the bonnet checked over- the rust has come from the inside and I only noticed it when the jet wash removed the pain to show what was underneath!!
Its quite bad and about 15 cm long - its pitted and appears to have come from underneath some sealant -
the guy from the garage checked the paint depth and was happy no painwork has been done... so he said he would send the pics off to VW to see what they say.
Today he rings up to advise the rust is not covered by the warranty!!!!!!!!!!!!!
He did however say that as a gesture of good will (!) they would pay 75% towards the cost - I thought ok not too bad - I asked for the total cost... £1100!!!! they said the rust has come from the inside and so cannot be repaired as it will keep coming back..a new bonnet will need to be painted and fitted... so surely by that admission the rust should be covered!
I know there is a long thread about the tail gates rusting but this is a new area and no idea why VW think that it should not be covered? It is not a folded edge and appears to be caused by the soft sealant used on the edge of the bonnet.
I have asked to go back to VW and let them know I am not going to pay and that I would like to know how this rust is NOT covered by the warranty...
Anyone have any suggestions?!
