Gutless 110 TDi

My Father in law has a 2003 Octavia 110 TDi. It has developt a fault where it is very sluggish, almost as if the turbo is not producing any boost.
The dealers have had a look and fobbed him off with "the turbo's sooted up"
(sooted up with what) "you need a new one sir"
It has a tunit box which was fitted when new by the supplying dealers. This has played up in the past and has been replaced under warranty. I suspect that this is most likely to be the cause of the problem, but am not sure.
Has anyone else experienced similar faults with a 110 TDi?
