Abs fault code 00283 light on

Hi all got a problem with my 03 tdi pd 130.
The dash has the abs/asr lights on the dash I can read the fault code and clear it, when stationary the light dosent come back on but when the car moves and gets to about 5mph it throws the light up again.
I have changed the abs ring and fitted a new sensor(cheap ish one from the bay).
I am thinking its the sensor that's at fault due to it being the only code that shows and it only reappears when the car begins to move, anybody shed any light on it or help in fixing the fault ?
I am already thinking that's it's the cheap sensor I fitted but just wondered if anybody could clarify it.
