New Wheels - Brakes Locked - Offset Problems?

Hi,
Don't believe i've posted on this forum yet; but today is the day!
Currently driving a 2001 B5.5 Saloon 1.9tdi, plans are to keep it relatively standard; new wheels, lower 40/30mm on AP shocks and spring kit and maybe a bit of colour coding for the bodywork.
Today I fitted my new shoes (or tried) - Wheels are Mercedes reps 18x8.5J ET25 all round. I've used radial bolts believe they are 40mm - Same length as the bolts used on the Mercedes but m14. But now it won't move, guessing the brakes are locked.
How do I diagnose the problem!?
