Rear suspension very low

We have a 62 saloon passat with 18 inch wheels. With reasonable weight in the rear of the car the back suspension looks like it is bottomed, indeed the outer edge of the rear tyres have been "polished" by the wheel arch. The car still rides well though. One main agent says all is normal, but I'm seeing another tomorrow. Has anyone else found this? Many thanks.
