Pd130 Wont Reach Temperature

As listed above,
I have a problem with the car getting to temp the clocks reads anywhere between 80-90 degrees and goes up and down, but I believe should be reading 90 at of the time,
Also the climate test (providing im on the right channel) shows 72 degrees.

Anyone come across a similar problem that could point me in the right direction?
