130 pd advice please

Hi Folks
Need a bit of advice please i have the chance to buy a 2004 tdi 130 highline from a friend who has had it from new and its done 190k,(vw service history till 12 months ago) and just had a new turbo and in good condition.He is after around £1300
1 is this too many miles?
2 is this the sort of milage when big bills start?
3 is it too much?

and if anyone has any advice , please let me know
