German Plates

Hi I was thinking of fititng some of these, but have a couple of queiries concerns:
1. Are these legal/will they pass MOT? 2. Will these plates fit without plate surrounds: or should I use SURROUNDS anyway 3. Do the plates look better with surrounds? 3. Please advise of any suppliers who do nice plates and/or surrounds? Many thanks
