b3 td starting problem

Can anyone help im having problems starting my td passat.
Engine turns slowly/ not at all, even whthough the battery is showing 12.5v, The only way i can get it to start is to jump it.
When the engine is running, im getting about 14v at the battery but only after giving it a rev first. I'm pretty sure the battery is good. So where is the problem??
Im thinking that the starter motor is worn am i barking up the wrong tree???
