AIR CON STEAM UP

Hello Passat people of the earth,
I have a 1999 1.9Tdi SE (b5) and it has recently started to steam up inside with A/C on and does not reduce whilst traveling.
In fact the only way to clear the windows is to open them.
I have been slack with the A/C and have not had it done ever
It also seems to recently demand a lot of power from the engine effecting performance ,could it be on its way out and is there anything I can do
