New wheels - now vibration at slow speed

Just bought genuine RS6 wheels 18" they fit fine had new tyres on two of em had all 4 balanced and when going about 15-20mph there is a vibration there whehn slowing down and speeding up, braking does not make a difference, the vibration is always there and its kind of like the feeling you get with warped discs but only happens at this speed?
Any clues, was worried it could've been a knackered rim, gonna swap the back and front ones over to see if it makes any difference unless anybody else has any definate solutions ideas?
