17" alloy wheel problem

Hi guys got some VW 17" alloys in good condition, fitted to car and looks good but the wheels are very close to suspension arms ect. on front, now this looks like the off set of the wheel maybe a bit wrong for my passat 2003 1.9TDI, there is only about 5-8mm space 
also looks like the wheels could come out bit more to outside wall about 10 mm max, I was looking at wheel spacers and just wonder what you think
