hard starting

Hi guys,i own a 1998 vw passatt tdi,its very hard to start,warm or cold though sometimes when its warm it will start ok.So far ive had turbo revamped,injectors revamped,new glow plugs,new thermo sensor,had another second hand pump tried and still the mechanic cannot find the problem,im hoping that some1 can point me in the right direction,cos i just dont know where to go from here,and cant afford to spend much more trying to solve the problem,cheers guys for any help posted here.
