Belt chirping when engine cold

Hi, Hope someone can help , I have a 1999 passat Tdi SE (110) 120k the cam belt ect where replaced 7 months ago by a garage.
recently when the car is first run one of the belts will chirp for about 20 mins then it goes away when its all warmed up,I was told by someone that it is due to damp and that i should try using a bit of baby powder to dry it out.
Is this the best thing to do and could it be something more sinister????
