audi a4 b5 tdi turbo problem??? please read

hi.
I have an audi a4 b5 TDI 110 bhp.when i start its noise {a hiss} when speed. I asked different people and said it is turbocharger.
I have changed the turbocharger but is the same whistling.
can u' help me?
can be intercooler ??
