Indicators as DRL's?

Hey guys,
I've just joined so go easy on my daft questions and before I get set on fire, I've ran a search and checked google........... have found info but want more specific please?!?!?!
My car is a 61 plate VW Passat CC GT140 Bl Mt............
I seen another Passat CC on the interwebs with the indicators on all the time, now I understand that this was probably in another country but must admit I liked the look!
So today went to my dealership for new center caps and asked the service manager to get my indicators lit........... sorry we can't do that here!!!!!

So can anyone tell me who, where or what i need to do to achive this and what is the legalities?????
Now remember I'm a balding middle age punk so step by step instruction usually work the best!
