Swimming Pool in boot

I have a 2014 b7 Passat. This happened a few months ago and again over the last few days during heavy rain. I seem to have acquired a swimming pool in the boot in the spare wheel well. I have checked the carpet/cover and it seems dry.
Can anyone shed any light on what might be the culprit?
