Water in both rear foot wells

I’ve had issues in the past with the blocked plenum drain causing flooding in the front foot wells, today with it having rained persistently all day both rear foot wells are soaked. I noticed the water has come in over the door sill, when I opened the doors water is sat all along the door rubbers. I can’t tell whether water is meant to be there but drain away or whether it shouldn’t be there in the first place. The holes at the bottom of both doors are clear, the only thing I noticed is each door has a rubber runner with a small triangle tab on each side that looks like it should form an escape for water when the doors are shut but these tabs have become squashed flat over the years so probably don’t do what they were once meant to whatever that was.
