Engine stalls randomly, no obvious problems 1.9TDi

My 2000 passat 1.9TDi(AVG engine) is starting to make me worried.
Last week while I was driving, it happened while I was turning a corner at low speed, it happened on the highway driving straight at high and low speeds, it even happened while stationary, the engine will stall without any warning or abnormal noise/stuttering/shudder/black smoke or anything like that, it just stalls and I lose power steering which is the scariest thing.
I noticed electricity stays on because the radio stays on.
A few times the battery or oil light came up(but not always, usually it gives 0 warning before it stalls) and I've checked, they are completely fine.
After it stalls 99% times it starts right back up without a hitch(however there were a few times where it would stall, I'd turn the key off and then on and it would start and stall instantly
2-3 times and then run fine until it would happens again).

I've changed the fuel filter yesterday and I noticed the old fuel filter was less than half full with diesel. Can that have something to do with it? Shouldn't it be full?

Been doing a lot of googling but I'm not really finding anything that could help me diagnose it.
Should the Intank fuel pump(8E0919673G ) make any noise at all? because mine is totally silent. Can it be tested with a multimeter?

What should I check?
