wiper problems

hi all, i have a problem with the passat at the moment, the wipers only work on fast mode, when turned off they stop where their turned off.
think the washer works the wipers.
got myself a replacement as i thought this was the problem but nope, the exact same as before.
im getting a stalk switch in the next week, im hoping this will sort it,
just wondering if anyone could tell me if it will get it working right.
