Does your Coolant Header Tank Stay COLD?

I can't decide if I have a problem or not,

My coolant Expansion/Header tank is cold even after a half hour run. I'm sure my thermostat works ok because the Temperature goes up to 90 and stays there, thus Thermostat is regulating the Temp.
I'm also pretty sure my water pump is ok, as I get loads of heat in the cabin.

So just wanted to know off others, if your 1.9 Tdi is the same?

Could this be because of the colder days, that the thermostat doesn't need to open much to regulate.

So Questions are:-
1. Does your header tank stay cold in winter.
2. Do you get very little pressure in you cooling system in winter when hot?
