Heater Fan INOP again

Hi All

Last month i changed the heater motor due to it stopped working. After replacing the motor it worked again. Came to it today and the fans had stopped working. Removed motor and checked feed to wires showing 11.59volts. this did not increase or decrease with the fan setting which i expected it to do. Do you think its the motor again or another fault, maybe resister? I have auto climite control.
