A/C issue

Hi
My air con on my passat has never been great. I had a sensor replaced in the compressor and a regas about 2 years ago, it worked better but not amazing! I have the bog standard 3 dial a/c.
I've noticed both rad fans work but according to vcds, never at 100%, maybe normal.
The compressor isn't the type that suffers with losing a bolt.
I've noticed today after some logging that the evaporater temp finally went down to 4 degrees but the vent temp barely gets below 14, is this correct. Also it's quite slow to get colder but the inside vent temp doesn't get close to the evap temp.
When running the system has 8 bar of pressure.
The a/c fans don't appear to come on straight away from idle, maybe they don't until the engine coolant temperature is reached anyway.
No faults in the system too.
