P0299 Turbo

I have a 09 2.0 TDI that has done 143000 miles, no idea of service record. having researched this error code I believe it is the turbo where the issue is. I have pulled the pipe off the actuator and can draw air through it, so I’m guessing the diaphragm is knackered. With this mileage would you go for a recon’ed turbo or just the actuator?
