Passat Highline rear wheels issue/tyre wear

Hi, my Passat Highline 60 plate has a issue with the rear wheels they are bent slightly outwards so the inner inch of the rear tyres is wearing very thin. i put new rear tyres on the car 10000 miles ago and they are nearly bald on the inner inch but the rest of the tyre has 5mm on. What is the best way to resolve this and what is the likely cause of this? I am tempted to put new tyres on and rotate the front with the back. I have the MOT in 3 weeks so i need a solution to this. Thank you
