Coolant temp low

Hi
Before I replace I decided to ask a question, my DSG B6 Tdi BKP 2006 has been struggling with keeping temp up over colder days and even after 30 min drive just can't get there and once parked up it would quickly drop, so I checked with vcds temp wouldn't go pass 85 which is normal, I was checking the pipe from thermostat but it feelt like it was slowly opening around 70 as you could feel pipe getting bit warmer but is hard to get a good feel due to location, wonder if the stat is always slightly open.
I checked the little cooler on top of dsg and it doesn't look like I have another stat anywhere but if someone could confirm that would be great.
