Handbrake problem, again.

So this morning the missus started the car to defrost it, she decided she would put the handbrake on, the hand brake enguaged then the switch started to flash and the brake light on the dash came on, caliper siezed. However, she called the breakdown people who came out and looked at it, they said there is no power to the caliper,that makes no sense to me as there must have been power to enguage the brake, its the near side wheel, any ideas?
