Electrical problems

The other day my missus plugged in her phone into the cigarette lighter socket and noticed it wasn't charging. This seems to have coincided with the front wiper fluid pump not working, and the rear wiper and fluid pump not working at all. I've checked all the fuses in both sides of the car and the ones under the bonnet and nothing has blown. Could this be a relay? Any help appreciated.
