camshaft timing (torsion value)

so, in short, as my exhaust smells of unburnt fuel i hoocked my VCDS and had a look at the camshaft timing.
as for my engine the recommended value is -1.5 -2.5 and reading is showing 4% i took the cover of to adjust it. my problem as u can see on the pics is that the bolt are not sitting in the middle but on one side of the oval holes and does not allow negative adjustments. any thought?
