MOT Rear tyres?

MOT Rear tyres?
The tyres look new from the outside all the way across the tread however, up on the ramps today the inside bit of the trye from where it meets the sidewall to where it meets the road was so worn you could see the wire. How can this happen? Ive never seen uneven wear as bad as this before, from one extreme to the other across the tyre. The tyres are budget tyres so I put it down to that but thinking about it I'm not so sure.
