B6 3.2 air intake

So I was having a poke around on the weekend to check that everything is pukka under the bonnet, and in doing so I noticed the air intake from the grill appears to go through a 2 level intemediary before it hits the airbox. It looks really inefficient though. The air intake appears to go straight ahead so any forced air is actually just going straight through to the engine. Then the top part of this intake is open and that then feeds into the airbox. But it means there won't be any forced air going into the airbox, and at stationary and low speeds will just be pulling in warm air from the engine bay.
I had a look for clips to indicate something was missing, but it appeared to be how it was designed, but I can't fathom why. Has anyone blanked this off and thus ensured that any air coming in through this feed is actually only going into the airbox?
