Headlight adjustment for driving in Europe

Have just booked up a holiday in France and thought, "Blimy, how do you adjust the headlights for driving abroad?" Reading the handbook it helpfully says, "Take me to your dealer". So what has to be done by them that a mere mortal can't do?

Also, if all the driving bulbs are "Dealer servicable only" do I need to take a spare bulb set???
